Patrick Terminals’ Statement on the Essential Services Commission Decision on Webb Dock East Extension Project

Patrick Terminals welcomes the decision by the Essential Services Commission (ESC) to uphold Patrick’s complaint in relation to the Port of Melbourne’s non-compliance with its engagement obligations. Patrick’s complaint related to the Port of Melbourne’s process for proceeding with the Webb Dock East Extension Project in 2021.

In relation to other aspects of the ESC’s report, Patrick has observed that the port capacity figure used to support the ESC’s decision making is materially understated by a minimum of 600,000 TEUs per annum. Patrick Terminals was not consulted on the methodology used to determine the reported port capacity figures.

Patrick Terminals will therefore seek to engage closely with Port of Melbourne and the Victorian Government in relation to future investment decisions proposed by the Port of Melbourne as required by the regulatory framework. In particular, Patrick will seek to ensure that the Port Capacity Model used by the Port of Melbourne has been subject to appropriate industry consultation and review.
